(1) New Art in China, Post-1997, Exhibition in Chicago

The chicago Department of Cultural Affairs presents "New Art in China,
Post-1989", June 7 - August 10, 1997, at the Chicago Cultural Center,
77 East Randolph St. The 84 works assembled for the exhibition gives moving
expression to one of the major social and cultural transformations of our
time. These works by 30 artists, mostly under 40, are from all parts of China
and include paintings, sculptures, installations, silk-screen prints, and
performance art on video. Many of these works have not been seen in China.

(2) Tennis Games in Chicago

We are planing a few team tennis match this summer.  I am looking for 
6 good tennis player to representing the area of Chicago and West 
suburb.  Players from NW suburb should contact L.J. Bai for their 
team.  Let me know if you can play and how frequently you play this 
year.  I think the team match will be held in a weekend.
Sometime in earlier September, we will also hold a tennis tournament.

2. IFCSS Held 8th Congress in Washington D.C. ........................... 57

The Independent Federation of Chinese Students and Scholars, USA (IFCSS)
held its 8th Congress on July 12 - 13, 1997 in Washington D.C.   More
than 100 delegates representing 73 member organizations nationwide and
about 50 guest speakers and observers participated in the meeting.

A series of major amendments to IFCSS Constitution were debated, modified
and adopted. The new Constitution shifts away from the previous government
like three-way-balance structure, establishes the Council (the Board
of Directors) as the sole policy making and executing body.  All
operational working committees and personnel will be appointed by and
responsible to the Council.  The Council in turn is held responsible to
the full Congress.  The Supervisory Board explains the Constitution and
makes judgments in case of IFCSS internal constitutional disputes.

On Sunday, July 13, a new eleven member Council and a five member
Supervisory Board were voted in. In their first meetings, the 8th term
Council and Supervisory Board elected their chairpersons as follows:

Council Vice-Chairlady:       Ciping Huang (Toledo)
Supervisory Board Chairman:   Lishi Luo (VA Beach)

On July 12, 1997, Washington D.C., IFCSS 8th Congress unanimously adopted
the resolution of supporting Fouty-two June 4th Victim Families' Open
Letter published in overseas newspapers on May, 15.  The above mentioned
open letter requests the Chinese National People's Congress to investigate
the facts about the victims of June 4th, and to make accountable of those
responsible for the lose of innocent lives.

The Congress adjourned at noon, July 13, 1997.  The next (the 9th) IFCSS
Congress will be held in 1999.

(1) How to Get off the INS "Lookout" Database

One of our students, an F-1, has been studying at I.U. for the past 4
years or so.  Upon her initial entry to the U.S. she was pulled aside and
questioned regarding her intent.  At that time, she came on a B-2 tourist
visa.  She was eventually allowed entry, but her name was entered in the
INS "lookout" list at the Detroit port of entry(POE).  Upon each and
every subsequent entry to the U.S. as an F-1, she is pulled aside,
questioned, and let through.  She has lost numerous connecting flights as
a result of this, and finally came to see us to find out how, if at all,
she can get her name taken off this black list.

I made a call to an officer at Chicago's O'Hare airport, and here's what
he revealed:

The "lookout" flag is put on at the port of entry, and can ONLY be taken
off at the same port of entry.  In addition, the entry never gets
purged.  Once in awhile, a little message appears asking if the name
should be kept on the list, and if the POE official says "yes", there it
stays.  If the student has experienced such problems, she should let the
official know the next time she enters at that POE that this is always a
hassle, that she's entered how many times and been pulled aside only to
be let through eventually, and that she requests to have her name deleted
from the list.  Now, what if she never entered again at the same POE, and
probably won't?  Then the only recourse is to write to the Port Director
at the POE, explain the situation, prove if possible that she's entered
in valid status for the preceding years, and ask that the name be removed
from the list.  Be sure to give the name and birthdate--that is how the
records are tracked--not by admission number or A number.    By the way,
Consular and INS databases are linked, so a "lookout" from INS can be
downloaded to a consulate database for checking.  We assume if the
"lookout" was entered by the consulate, the same rule would apply.
Though the letter route sounds of dubious value to us, at least it is
something, and the student (or scholar, or whoever) could carry a copy of
the letter to show that they're trying to clear the record.

I hope this is of interest--probably for the miscellaneous of the
miscellaneous files, but you never know!

PS:  I forgot to add, to my last message, that one can be "flagged" at the
POE for having accepted, knowingly or unknowingly, public benefits for which
one wasn't eligible.  We had a case like that, and after the person
repaid the entity, and got the hospital to state that the benefit was
given even without the person's knowledge, they are still on the
"lookout!"  At least now we can advise her to write a letter...

(2) Social Security Card Summary

Here it is--the info that all of you have been waiting for!  I had well
over 75 responses to my inquiry regarding the status of non-immigrant
students and their ability to apply and obtain Social Security cards.  It
seemed to be a mixed bag of responses with some people agreeing that,
since my students are ESL students, they are not eligible for the
SS card.  This is not the case, however, with F-1 students within an
academic program.  These students are eligible for the SS card.  When and
how students receive the card seems to vary according to school and
region, nonetheless.  The most popular response was to equip the student
with a letter from the DSO, and send the student down to the SS office
along with the SS application, the passport, and the I-20.

At some locations, students need an actual letter from their employer at
the on- or off-campus location; in these areas, DSO letters appear to have
little or no value.  In several cases, DSO's have sent internal memos to
departments on campus who employ non-immigrant students, and it appears to
have met with some success.

Still others pointed out that all F-1 students are eligible for the SS
card, regardless of whether they are studying intensive English or in an
academic track.  Many of you stated that the SS Admin. and IRS have been
arguing back and forth about SS cards and ITIN numbers for quite some
time.  In fact, Bill O'Connell at One World Learning Services points out
that the IRS has publicly objected to the use of ITINs, since most
F-1 students must eventually have the SS card for employment, training, or
internship purposes.

So, what are all of us to do, especially thos of us in ESL?

Well, we can work with our local SS office--which many of you already
do--or we find one that is more sympathetic to the needs of the
international student population, which many of us do as well.

The possibility of SS card denial is still quite troublesome, especially
since many state driver's license bureaus, credit card companies, and
tenant screening services all require SS identification.

Texas has a unique way of working with the driver's license quandary.
After the student passes the written examination, the office gives the
student a document which he or she then takes to the SS office.  The
student is then issued a SS card.  After the student receives the card
(about two weeks after turning in all paperwork to the SS office), the
student then returns to the motor vehicle office to take the driving test.

As for credit cards and tenant screening for apartments, students who are
denied can supposedly use the denial document in support of their
application for an apartment or a credit card.  I am not sure, though, of
the success rate on approved applications.  I have worked with many
apartment managers here in Tacoma, and they generally just waive the fee
with a letter from me stating that the student is ineligible for a SS
card.

I have since given SS applications to several of my students, and most of
them are meeting with success.  It just goes to show you that just because
someone says it is not possible, it doesn't mean that one should not try
(did that come out right?!).  And lastly, nowhere in the new regulations
does it say anything about SS cards.  If you have any responses to my
summary, I'd be glad to receive something form you.  I am, however, taking
a much needed break and I'll be out of the office for a couple of weeks.

Dear Friends:

First thank you very much for all the help you offered.

Organized by local Church organization, Wenfeng's funeral was held on
Friday, June 13,1997, a lot of his friends went to funeral with deep grief
to have last look of him and remember his short life. Videos and pictures
were taken during funeral and were sent to wenfeng's family with his ashes.
He is back home now.

Since we posted two messages about Mr. Wenfeng Zhou's passaway (May 
27 and May 28) on CND and USC-CSSA newsgroup and forwarded to friends by
friends, we have totally received about $11000.0 donations. Many friends
also sent Hongwei and us letters expressing their condolences,
sympathies, care and encouragement to his wife and family. We are so
touched. We have transferred all the information and donations we received
to Wenfeng's wife and family.  Of all the donations, $6000 was wired to
his Mom in China, $310 was used as expense on wreath and other things,
$5000 was left to Hongwei.  With the help of local community, Hongwei
changed her status to F-1 student in a Language School and starts her new
life.  Wenfeng's family in China and his wife Hongwei called us and ask us
to express  their great appreciation of all the helps you gave: "WE WANT TO
THANK  ALL THE FRIENDS FROM THE BOTTOM OF OUR HEARTS, WE WILL KEEP WHAT YOU
HAVE DONE FOR WENFENG AND US DEEPLY IN OUR MINDS, THANK YOU VERY MUCH."

Attached is the donor list. We also want to express our great thanks to
known or unknown friends for your kindly help. Special thanks will also be
given to Ms Sharon Shi who represent local community to help Hongwei and us
through the event.

         When There Is a Need, There Will Not Be Chinese

Usually, it is a case that people are strong in number. But when 
this certain "people" happen to be Chinese, the general rule falls apart, 
rapidly, shamefully and sadly. And the examples are always abundant 
to be picked out for the sake of illustration.

On Sat June 28, 1997, in Brooklyn's 8th Ave., between 58th and 
59th Streets, which is the heart of Brooklyn's Chinatown, a Chinese 
couple was looking for a parking space and found that a double-
parking car was blocking a meter space. The Chinese couple asked the 
driver, who is Hispanic, to move the car, but received as answers a 
wave of racial slurs, such as "get your ass back to China." The 
melodrama attracted a crowd of Hispanic and Chinese spectators, 
jamming the traffic in the process. That was when one Mr. Yuan, a 48-
year-old construction worker, came to the aid of the scene, helping the 
Chinese couple in translation and trying to pacify the dispute. For his 
efforts, Mr. Yuan received beating from five to six Hispanic men, and 
when the police arrived, they took all of them to the precinct house and 
handcuffed only Mr. Yuan. 

As they were taken away, a dozen or so Chinese people rushed 
to the Brooklyn Chinese-American Association at 51st Street to report 
the incident, and Mr. Paul Mak, the President, arrived at the 66th 
Precinct 40 minutes later to explain the situation based on the reports 
of the Chinese witnesses. As a result, the group of Hispanic people 
also received summons and would appear in court on July 30, as Mr. 
Yuan would. 

So far so good. But when BCAA started making calls around to 
line up witnesses for Mr. Yuan, everyone said the clich‚ "I have a 
plenty of will, but not enough of energy." The possible witnesses 
declined, citing the need to work and basically short on time. And to a 
moral person's outrage, even the Chinese couple, who had been helped 
by Mr. Yuan, refused to testify. 

It is very likely that Mr. Yuan, having fought with a group of 
Hispanic men, will have to fight them again, alone, in court. It seems 
that he could only have himself to blame, for having the courage to 
stand up for his fellow Chinese, for forgetting the age-old wisdom of 
"keeping one's sidewalk clean, and ignoring the snow on the 
neighbor's roof," and for believing so innocently that Chinese people 
are strong in number and that we Chinese should not be humiliated. 
If there is any consolation to Mr. Yuan, he is not the only victim 
in his category. Earlier that month, a Chinese commuter van driver had 
a little run-in with a Hispanic driver in Chinatown. The Hispanic spat 
on the Chinese because the Hispanic thought the van was moving a 
step too slow. The ensuing dispute quickly escalated into a full-blown 
fight picking the solitary Chinese against several Hispanics, who 
besides the Hispanic instigator came out of nowhere to join the fight. 
The scene took place in Mott Street, allegedly the Chinese Street of 
Chinatown, as some 200 Chinese spectators watched on as if they were 
watching a bull fight. Not one Chinese came to the Chinese driver's 
rescue. 

The Chinese driver, all beat-up and bloody, was still very 
fortunate in light of the most horrified murder in Chinatown in recent 
memory. On Friday, July 11, a Chinese shop owner was gunned down 
in broad daylight in Mott Street, a block away from the 5th Precinct, 
when he was chasing two Hispanic youths who had beaten up his older 
brother in the store during a 20-minute fight. So the older brother was 
beat up, and the younger brother who just got back to the store from 
outside was shot down. 

When Hong Kong was returned to China on July 1, many felt 
proud and rightly so to be Chinese because the colonial rule since the 
age of imperialism was terminated, and China is strong unlike the 
weakling of the Opium War. Ponder for a moment, my dear classmates 
and friends, that China, whatever your understanding of China is, may 
be strong and powerful, but are we Chinese strong and powerful as a 
consequence? If any member of Chinese people can still be stepped on, 
harassed, humiliated, cursed, beaten up, shot down, not altogether 
different from the fate of the Chinese in Opium War, can we still call 
ourselves proudly Chinese? 

After all, the China that has assumed the rights of Hong Kong 
cannot help us here to get a parking space, cannot protect us when we 
are spat on, and cannot punish the killer who has killed one of us, 
therefore, it is up to us to protect ourselves. The term "Chinese" is a 
collective term, made up of individual members. If we cannot be strong 
in number, we are only kidding ourselves in an ironic delusion that 
Chinese are strong.

               China Joint Ventures

Opportunities for companies to expand into China are not limited
to just those listed in the Fortune 500.  Many small and medium
companies have also successfully navigated the challenging
whitewater of joint ventures.  The Detroit Chinese Business
Association will present a seminar titled "Joint Venturing in
China", on Thursday, July 24, 1997, which will highlight the
experiences of one such company.  The seminar features Robert
Walpole, president of Walbro Corporation's Asia-Pacific Region
and son of the company's founder.  Walbro, based in Cass City,
Michigan, is a designer and manufacturer of precision fuel
systems and products for automotive and small engine markets with
total 1996 sales of $585 million.  It's joint venture partner is
Fujian Hualong Carburetor Company, located in Fuding, China which
currently employs 350 people.

Walbro's JV experience in China reflects how a growing number of
Michigan based companies have succeeded in overseas expansion
while expending limited resources.  "To grow requires new
markets", explained Walpole, and the company's success is
highlighted by increasing production with a new facility. This
free seminar is open to the public, refreshments will be served

The experience in 3D graphics is very helpful. We intend to develop 3D
image analysis and display for clinical applications.
The research facility includes two high speed GE spiral CT scanners, a
1.5 Tesla GE whole body clinical MRI imager and a 1.5 Tesla Picker whole
body research MRI scanner. Two imaging research labs of more than 1000
sq ft equipped with the state-of-the-art computer workstations and image
input/output are devoted to various medical imaging applications.

WorldTeach, a volunteer teaching organization based at Harvard University,
seeks a full-time Field Coordinator to administer its program in the
Municipality of Yantai, located in Shandong Province, China.

WorldTeach was founded in 1986 with the goals of contributing to education
and development overseas and educating Americans about the developing
world.  WorldTeach has placed more than 1,800 volunteers as teachers in
Costa Rica, Ecuador, Mexico, China, Thailand, Botswana, Kenya, Namibia,
South Africa, Poland, Russia, and Vietnam.

In Yantai, WorldTeach volunteers participate in a six month program,
comprised of one month of orientation and one semester of teaching English
at participating high schools, vocational schools and teacher training

Education Committee.
